Learners Permit Information

The youngest age to drive in the state of Texas is fifteen (15) years of age. At this age you can apply for your Learner License. One of the most important conditions is that you must drive with someone in the front seat that is at least twenty one (21) years of age and who has a valid active drivers license (with at least 1 year of driving experience). The actual permit will not contain your photo. Its sole purpose its to allow you to learn how to drive a vehicle. 

Requirements to Apply for Permit

  1. Visit any driver license office.
  2. You can prepare ahead of time by downloading the Application Form (Be sure to click the top option for Learner License).
  3. Bring your documents of Identity Verification.
  4. Bring your U.S. Lawful Presence Documents.
  5. Bring your Social Security Number proof. 
  6. Bring your Texas Residency documents.
  7. You must show proof that your automobile is registered and insured.
  8. Your signature, picture and fingerprints are required. 
  9. You must take all 3 exams -- Vision, Written and Driving tests.
  10. Bring money to pay for the COST of the Permit. Your payment options are as follows: Check, Money Order, Cash or Credit Card.  

Drivers Over 18 Years

Additional to steps above, drivers between the ages of eighteen (18) and twenty four (24) must show Driver Education (Drivers Ed).

Drivers Under 18 Years

Additional to steps above, drivers younger than 18 must meet these requirements:

  • You must show ONE of the following 2 options:
    • A certificate for completion of Driver's Ed.  OR
    • Form Dl-90A (Parental Driver Education Affidavit) AND Form DL-91A and DL-91B (Classroom Instruction and Behind-the-Wheel Record). If this method is elected, your parents must be with you and sign.
  • Complete and bring the Verification of Enrollment and Attendance (VOE) form. This form shows proof that you are attending either school, home school or GED. Another option is to have your school administrator create a similar letter with the EXACT information. If the VOE form is created in either sprint or fall semester, it will be valid for thirty (30) days. Forms issued in the summer time will be valid for ninety (90) days.
  • Your parents must give you authorization.

Cost

The COST of the learner license is $16.00.

Expiration

Your learner's permit is valid until your next birth day , plus an additional one (1) year .

Renewal

Your permit cannot be renewed. At expiration date, you must go through the normal Texas Drivers License Renewal. Or alternatively, the learner permit restrictions will be lifted once you successfully pass the Driving Test.

Lost Permit

If you've lost or destroyed your learners permit, you'll need to walk into a DPS office and apply for a duplicate. The FEE is currently $11.00.
