Obtaining Your Driver’s License 

(See restrictions below)

 

An initial Learner's Permit is issued to any individual, 16 years of age or older, who has never been licensed to operate a vehicle, a new resident who has never been licensed, or a new resident who has been licensed in another state but whose driver's license has been expired longer than 6 months. Process:

Step 1:

Acquire a Pennsylvania Driver's Manual from a local Driver License Center, or on this website.

Step 2:

Have a physician, physician assistant, certified registered nurse practitioner or chiropractor conduct a physical examination and complete Form DL-180 "Medical Qualification Certificate."

Step 3:

Visit a Driver License Center with:

  • The completed DL-180
  • The completed DL-180TD (if under the age 18). This form must be completed by a parent, guardian, or spouse who is 18 years of age or older.
  • Proof of identity (See below), which is listed on reverse side of DL-180. Note: If you are changing your name, you must present original documents supporting name changes such as a marriage certificate, divorce decree or court order.
  • Two acceptable proofs of residency (See below), listed on reverse side of DL-180, if you are 18 years of age or older. Proof of residency is not required if you are age 16 or 17.
  • Your Social Security card.
  • A check or money order payable to PennDOT for the appropriate fee. (Cash is not accepted.)

Step 4:

An eye screening and Knowledge Test will be given. Once passed, a Learner's Permit will be issued. The Learner's Permit will be valid for one year. If you are under age 18, a six-month waiting period and 50 hours behind the wheel driving experience is required prior to taking the skills test.

Step 5:

Schedule a road test either online or by calling 1-800-423-5542.

When visiting a Driver License Center to take your road test, please be sure to bring the following items with you:

  • Your valid learner’s permit
  • Parent or Guardian Certification Form DL-180C, if applicant is under 18 years of age
  • Proof of vehicle insurance
  • Proof of vehicle registration
  • Accompanying driver’s valid driver’s license

PennDOT uses state-of-the-art facial recognition technology when an individual has their photo taken for their driver’s license/identification card renewal.

to meet identification requirements you must present the following:

U.S. Citizens - 

Social Security Card (card cannot be laminated) AND ONE of the following:

  • Birth Certificate with raised seal (U.S. issued by an authorized government agency, including U.S. territories or Puerto Rico. Non-U.S. Birth Certificates will not be accepted)
  • Certificate of U.S. Citizenship (BCIS/INS Form N-560)
  • Certificate of Naturalization (BCIS/INS Form N-550 or N-570)
  • Valid U.S. Passport

NOTE: Only valid U.S. Passports and original documents will be accepted.

  • If you have an Out-of-State Driver's License, you should present it 
  • along with your Social Security Card and one of the above forms.

Non-U.S. Citizens – You MUST bring ALL of the following:

  • Social Security Card
  • Valid Passport
  • All original USCIS/immigration documents 
  • Written verification of attendance from school (Student Status Only)
  • Written verification from employer (Employment Status Only)

Proofs of Residency

to meet residency requirements you MUST present two of the following (for customers 18 years of age or older):

  •  Current Utility Bills (water, gas, electric, cable, etc.)
  • Tax Records
  •  Lease Agreements
  •  * Cellular/mobile or pager bills are not acceptable
  • W-2 Form • Current Weapons Permit (U.S. citizen only)          
  •  Mortgage Documents
 
Note: If you reside with someone, and have no bills in your name, you will still need to provide two proofs of residency. One proof is to bring the person with whom you reside along with their Driver's License or Photo ID to the Driver License Center. You will also need to provide a second proof of residency such as official mail (bank statement, tax notice, magazine etc.) that has your name and address on it. The address must match that of the person with whom you reside.
 
 

License Restrictions

Under Section 1512 of the PA Vehicle Code, the Department has the authority whenever there is good cause to add restrictions suitable to the licensee’s driving ability with respect to special equipment required to be installed on a motor vehicle or other restrictions applicable to assure the safe operation of a motor vehicle.


Below is a matrix outlining the Medical Restrictions and their use:

License holder must wear corrective lenses when driving (glasses/contacts)

Vehicle must be equipped with mirrors on both sides of the vehicle. (dual mirrors)

3

Vehicle must be equipped with an automatic transmission (no manual transmission)

4

Vehicle must be equipped with special equipment (spinner knob, left foot gas pedal, etc.)

5

License holder can only drive during daylight hours sunrise to sunset (no night driving)

6

License holder is considered a Classified driver because of a physical impairment that will not affect ability to drive (missing fingers, missing an arm, etc.)

7

License holder has a Restricted license because of a visual impairment (limited to driving within a limited radius of residence; limited to roads other than freeways; limited to passenger vehicles weighing no more than 10,000 pounds; cannot operate a motorcycle)

Driver’s M License is restricted to a motor-driven cycle (motorcycle motor cannot be greater than 5 brake horsepower)

Driver’s M License is restricted to a 3-wheeled motorcycle (No 2-wheeled motorcycle)

A

Permit holder is restricted to operating a vehicle equipped with dual controls (right side brake pedal) with a certified driver trainer in the passenger seat.

Z

Motorcycle learner’s permit holder can only operate a motorcycle during daylight hours sunrise to sunset (no night riding)
